QUETTA — In a major step toward youth empowerment and socio-economic uplift, the Institute of Rural Management (IRM) and the Balochistan Rural Support Programme (BRSP) have officially signed a Memorandum of Understanding (MoU).
The strategic partnership is aimed at delivering high-quality technical and vocational skills training to young residents across target districts in the province.
Aligning with the RISE Initiative
The collaboration is launched under the umbrella of the Government of Balochistan’s Resilience Integration and Sustainable Empowerment (RISE) Programme.
By integrating resources, IRM and BRSP aim to tackle unemployment and create resilient, long-term economic foundations in communities that need it most.
Key Objectives of the Partnership
The joint venture focuses on transforming the local workforce through targeted interventions:
- Market-Driven Training: Equipping both young women and men with modern, highly relevant technical and vocational skills tailored to current market demands.

The leadership driving this initiative—including Dr. Tahir Rasheed, Zarnab Shakeel Haq, and Nau Sheen—emphasized that rural development is heavily dependent on empowering the youth bulge.
