PSEB Launches Nationwide Campaign to Register Freelancers as Digital Exports Cross  Billion

ISLAMABAD — Recognizing the massive impact of independent digital workers on the national economy, the Pakistan Software Export Board (PSEB) has announced a major onboarding campaign for the country’s freelancing workforce.

The initiative follows a monumental achievement: Pakistan’s freelancing community has collectively generated over $1 billion in digital export remittances, fundamentally shifting the trajectory of the country’s digital economy. To sustain this momentum, PSEB is offering a suite of legal, financial, and banking incentives to encourage all active freelancers to officially register under its network.

Exclusive Incentives for Registered Freelancers

To encourage formal registration and simplify business operations, PSEB, in collaboration with the State Bank of Pakistan (SBP) and the Federal Board of Revenue (FBR), has secured several major financial perks for registered digital service providers:

  • Foreign Currency Retention: Freelancers can legally retain up to 50% of their earnings in US Dollars (or up to $5,000 per month, whichever is higher) within specialized local foreign currency bank accounts, allowing them to make international digital payments without mandatory conversion.
  • Drastically Lower Tax Rates: Registered individuals benefit from a heavily discounted withholding tax rate of just 0.25% on foreign gross export proceeds, locked in as a final tax liability until 2029.
  • Seamless, Hassle-Free Banking: Registered users receive an official freelancer certificate from PSEB, minimizing compliance friction and speeding up account opening and verification processes at local commercial banks.
  • International Travel & Visa Facilitation: The verified registration status acts as formal government-backed documentation, providing a solid corporate foundation to support business visa applications for international travel.
