ISLAMABAD — The Global Climate-Change Impact Studies Centre (GCISC) and the Health Services Academy (HSA), Islamabad, have signed a Memorandum of Understanding (MoU) to establish a joint framework targeting the intersection of climate change and public health in Pakistan.
The alliance bridges climate science and epidemiological research to build evidence-based policy solutions for climate-driven health risks—such as heat stress, vector-borne disease expansion, waterborne outbreaks, and air pollution exposure.

Core Objectives & Implementation Strategy
The partnership establishes a multi-disciplinary approach to build national research capacity and inform public policy:
- Formation of Technical Advisory Group (TAG): Establishing a TAG to guide high-level research priorities and align strategic outcomes with national climate adaptation and public health goals.
- Specialized Research Group: Launching a dedicated Research Group on Climate Change and Health, bringing together climate scientists, epidemiologists, public health experts, and environmental health researchers.
- Evidence-Based Policy Support: Generating data-driven insights to assist the Ministry of Climate Change and the Ministry of National Health Services in formulating resilient health adaptation plans.
- Joint Capacity Building: Hosting specialized training programs, knowledge-sharing platforms, and interdisciplinary workshops for researchers, healthcare professionals, and environmental policymakers.
Strategic Importance for National Resilience
Pakistan remains among the world’s most vulnerable nations to extreme weather events. Rising temperatures, unpredictable monsoons, and extreme weather events continue to amplify environmental health risks across urban and rural communities.
By linking GCISC’s climate modeling and environmental research assets with HSA’s public health frameworks, the agreement provides a structured foundation for developing climate-resilient healthcare infrastructure and localized early warning systems nationwide.
