STZA Briefs Chinese Chamber Delegation on Incentives and Frameworks for Tech Investments in Pakistan

ISLAMABAD — The Special Technology Zones Authority (STZA) presented a comprehensive operational roadmap to a delegation from the China Chamber of Commerce (CCAC) during the Global South Innovation and Investment Summit 2026.

Hosted at the COMSTECH headquarters (OIC Standing Committee on Scientific and Technological Cooperation) in collaboration with CITADEL Pakistan, the briefing focused on facilitating foreign direct investment and expanding foreign technology enterprises within Pakistan’s notified Special Technology Zones (STZs).

1. Facilitating Chinese Tech Enterprises

During the presentation, STZA officials outlined key pathways designed to streamline the entry and setup process for Chinese tech firms seeking to expand their operations into Pakistan.

  • Turnkey Operational Support: Assisting foreign entities in establishing research centers, high-tech manufacturing units, and software development hubs within designated STZ locations nationwide.
  • Bilateral Tech Integration: Leveraging the strategic Pak-China economic partnership to build joint innovation hubs and promote technology transfer across critical sectors.

2. Regulatory Framework & Fiscal Incentives

The presentation highlighted the specialized regulatory framework governing Zone Enterprises, aimed at minimizing operational friction and lowering the cost of doing business.

  • Special Exemptions: Briefing delegates on available tax and duty incentives, customs exemptions on capital goods, and foreign exchange facilitation tailored for designated technology zones.
  • Simplified Compliance: Emphasizing regulatory ease through single-window clearance systems designed to eliminate administrative delays and optimize compliance for foreign investors.

3. Advancing South-South Technological Cooperation

By engaging with the CCAC delegation at the Global South Innovation and Investment Summit, STZA and COMSTECH reaffirmed their commitment to fostering tech-driven economic resilience across developing nations. The collaborative framework aims to position Pakistan as a competitive regional destination for high-tech manufacturing, digital services, and scientific research.
