ISLAMABAD — As Pakistan and China mark 75 years of formal diplomatic relations, the Sustainable Development Policy Institute (SDPI) convened a high-level seminar exploring strategic synergies between China’s Global Development Initiative (GDI) and Pakistan’s “5Es Framework.”
Addressing the forum, H.E. Mr. Shi Yuanqiang, Deputy Chief of Mission at the Embassy of the People’s Republic of China in Pakistan, reaffirmed Beijing’s steadfast commitment to accelerating the integration of both nations’ macroeconomic strategies.
Constructing the CPEC 2.0 Roadmap
A central focus of the dialogue was the conceptualization of an upgraded CPEC 2.0, aiming to transition the multi-billion-dollar corridor from primary infrastructure building toward long-term, innovation-driven industrial development.
The strategic alignment targets deeper cross-border cooperation across five foundational pillars:
- Agriculture & Modernization: Enhancing crop yields, corporate farming frameworks, and tech-driven supply chains.
- Industrial Relocation: Accelerating the operationalization of Special Economic Zones (SEZs) to drive export-led growth.
- Artificial Intelligence & Tech Transfer: Collaborating on digital ecosystems, smart governance, and advanced AI research.
- Talent Development: Launching specialized vocational training and academic exchange programs to upskill the Pakistani workforce.
- Trade Integration: Expanding market access and optimizing bilateral trade agreements to bridge trade deficits.
Harmonizing GDI with the 5Es Framework
The seminar highlighted the critical policy overlap between China’s global developmental blueprint and Pakistan’s domestic 5Es Framework (Exports, E-Pakistan, Environment, Energy, and Equity). Experts noted that the convergence of these two models provides a structured mechanism to address Pakistan’s structural economic challenges.
“By deepening cooperation in agriculture, industry, artificial intelligence, talent development, and trade, we can promote sustainable, export-led growth and a shared future for our two nations,” stated H.E. Mr. Shi Yuanqiang.
Policy analysts and economic stakeholders at the SDPI event emphasized that institutionalizing this synergy will be vital for breaking economic stagnation, attracting high-quality Foreign Direct Investment (FDI), and ensuring a resilient, tech-forward economic future for the region.
