Moving Beyond Tradition: UNDP Launches Pakistan’s First Rule of Law Forum to Modernize the Justice System

ISLAMABAD — Acknowledging that legal frameworks must adapt to rapidly evolving societal shifts, UNDP Pakistan has officially launched the country’s inaugural Rule of Law Forum.

The landmark initiative was organized under the Deliver Justice Project, a collaborative program funded by the European Union (EU) in Pakistan. The platform successfully convened an expansive cohort of high-level stakeholders, including members of the judiciary, senior government representatives, civil society advocates, prominent legal academics, and tech innovators. Together, they aim to draft actionable strategies for a more inclusive, public-responsive, and future-ready justice apparatus.

Emerging Frontiers of the Legal Landscape

The forum intentionally stepped away from traditional administrative legal discourse to address modern challenges that intersect with daily citizen life and global developments. Key focal areas of the cross-sector dialogue included:

  • Climate Justice: Addressing institutional accountability and resource protection for communities disproportionately impacted by environmental degradation and extreme climate shocks.
  • Commercial Justice: Streamlining dispute resolution mechanisms to foster a predictable, modern economic environment that attracts both domestic and foreign investment.
  • Responsible Integration of AI: Exploring ethical guidelines, data security, and systemic efficiencies related to introducing Artificial Intelligence tools into the legal system.

Engineering a Resilient Future

Organizers of the forum emphasized that building a resilient justice system capable of handling tomorrow’s complex disputes requires breaking down institutional silos. By encouraging continuous collaboration, technical innovation, and unified systemic action today, the initiative seeks to establish a more transparent and tech-assisted rule of law framework across Pakistan.
